最近，中国教育部出台了针对外籍子女的学籍的强化政策。借此时机，我们总结并推出外籍人员子女在上海入学指南，最后附上2-4月上海国际学校开放日的最新信息。

China Ministry of Education recently introduced an enhanced policy for foreign children school enrollment. We have summarized the policy here and added a guide for foreigners enrolling in Shanghai, plus upcoming Shanghai International School Open Houses in February - April.China Ministry of Education recently issued revised measures for the Administration of School Registration for Primary and Secondary School Students. The new measures enhanced the procedure for the enrollment of overseas students, including China Hong Kong, Macao and Taiwan.

中国教育部最近发布了修订后的《中小学生学籍管理办法》，完善了包括来自中国香港、澳门、台湾地区以及外国国籍学生在内的海外学生的学籍注册程序。

China Ministry of Education recently issued revised measures for the Administration of School Registration for Primary and Secondary School Students. The new measures enhanced the procedure for the enrollment of overseas students, including China Hong Kong, Macao and Taiwan.

拿到当地入学资格的外籍子女或父母是中国居民的外籍子女，带着有效身份证件去学校办登记入学，直接注册学籍。

Foreign children who have received local enrollment qualifications or whose parents are Chinese residents can bring their valid identification documents to the school office for enrollment directly.

高中国际班学生

High school international students

高中阶段的国际班(中外合作项目)学生学籍要地级市教育局负责审核确认，省级教育厅监管流程。

The registration for high school-level international (China-foreign cooperation projects) students are reviewed and confirmed by the prefecture-level city education bureau, with supervision from the provincial education department.

境外就读学生

原学校办理手续，学籍档案会转到上级部门保管;回国后可凭国外学习记录对应年级就读。学校要把海外学习经历记入学籍档案。

The school in China will keep a record and transfer to the higher authority for safekeeping; upon returning to China, students can enroll in the corresponding grade with their school records. Schools are required to record the overseas study experience in their registration records.

学籍单独用国家系统管理，具体规则会另外制定。

根据新规，我们对外籍人员子女上学的学校类型和注意事项做出以下总结。

Here are the types of schools available and considerations for foreign children based on the new regulations.

公立学校

Public school

外籍人员子女可以申请就读上海公立学校，接受和上海学生相同的基础教育(小学至高中)。

Children of foreigners can apply for Shanghai public schools and receive the same basic education (elementary to high school) as Shanghai residents.

小学至初中阶段

Primary to secondary school

上海所有的中小学校都已向外籍学生开放，允许外籍学生以随班就读的形式在各中小学就读，但部分学校可能收取一定的借读费或国际生学费(每年约1万-5万元不等)。且需遵循“就近入学”原则，优先安排持有上海居住证的外籍人员的子女。

All primary and secondary schools in Shanghai have opened their doors to foreign students, allowing them to attend primary and secondary schools, although some schools may charge an international tuition fee (ranging from 10,000-50,000 RMB per year). Priority is given to foreign children with Shanghai residence permits and proximity of residential address to the school.

High school

公立高中招生对外籍学生的限制较大，不是所有公立高中都接受外籍学生，且需通过高中入学考试或提供标准化成绩(如IGCSE、IB等)。

Public high school admissions are more restrictive for foreign students. Not all public high schools accept foreign students, and they are required to pass the high school entrance exams or provide standardized scores (e.g. IGCSE, IB, etc.).

申请条件 Requirements

学生需持有效外国护照及中国居留许可(如S1、Q1/Q2签证或家属居留证件)。

Students are required to have a valid foreign passport and a residence permit in China (e.g. S1, Q1/Q2 visa or family residence permit).

入学年龄与本地学生一致(如小学一年级需年满6周岁)。

Entry age is the same as that of local students (e.g. Primary 1 must be at least 6 years old).

父母至少一方在上海工作或居住，需提供相关证明(如在华工作签证、工作许可、居住证、租房/房产证明)。

At least one parent works or resides in Shanghai with proof (e.g. working visa in China, work permit, residence permit, proof of rental/property).

需要满足所在学区的入学条件(如户口所在地或实际居住地在该学区)。

Need to fulfill the enrollment requirements of the school district in which they are enrolled (e.g., registered residence location or actual residence in the school district).

申请流程 Process

提前咨询目标学校学位情况(部分热门学校可能优先本地户籍生)，外籍人员子女入学需在学位充足的前提下申请。各区政策差异较大，浦东、徐汇等外籍人口密集区申请竞争较激烈。

Inquire in advance on the availability in the preferred schools (some popular schools may give priority to local students), and foreign children can apply for admission provided there are enough places. Policies vary widely from district to district, with fierce competition for applications in expat-populated areas such as Pudong and Xuhui.

提交材料并通过学校审核(部分学校需面试或笔试，尤其是中文能力测试)。

Submit your documents and pass the school's review (some schools require an interview or written test, especially a Chinese language proficiency test).

通过后注册学籍，按流程入学。

After passing the assessments, students will be registered and enrolled in the school.

注意事项 Note

公立学校以中文授课为主，建议提前评估孩子的中文水平。部分学校提供语言辅导班。

Public schools teach mainly in Chinese, so it is advisable to assess your child's Chinese language level in advance. Some schools offer language tutoring classes.

中国学制与国外可能存在差异，需提前确认年级对应情况(小学6年+初中3年)。

There may be differences between the Chinese school system and that of foreign countries, so it is necessary to check how the grades correspond to each other (e.g., 6 years of elementary school + 3 years of secondary school).

申请通常在每年4-6月进行，高中招生可能延续至8月。建议提前半年准备。

Applications are usually open from April to June each year, and high school enrollment may extend into August. Preparation in advance of up to six months is recommended.

政策可能随教育部门调整而变化，建议申请前直接与目标学校或教育局确认最新要求。您可在“随申办”中搜索各个区域教育局的官网及联系方式。

Policies are subject to change by the Education Department. It is recommended that you verify the latest requirements directly with your preferred school or the Education Bureau before applying. You can search for the official website and contact information of each regional education bureau in “Government SH”.

公立学校申请一般比较困难且有诸多限制，但优点是学费便宜。若是外籍人员子女日后想在中国发展，公立学校是个不错的选择。

Public schools can be challenging and restrictive to apply for; however, they offer the benefit of being more affordable. Public schools are an excellent option for foreign children planning to relocate to China.
